Cleanup in sysdep KRT code, part 2. Remove support for historic Linux kernels, merge krt-iface, krt-set and krt-scan stub headers.

Tried to clean up multicast handling. Now we don't try to guess multicast abilities depending on definedness of symbols and use hard-wired system-dependent configuration defines instead. Please test whereever you can.

Allows run with restricted privileges. Adds option -u and -g to specify user and group. When different user (than root) is specified, linux capabilities CAP_NET_* are kept.
